There is/There are-A/An

The use of "A / An" is for singular and these are indefinite articles, the use of an or "a" does not depend on the letter with which the next word starts, if not the initial sound of the word, that is, if the word begins with a vowel letter but the pronunciation sounds like a consonant, it is dealt with "an" and viseversa with "a".

In the case of "there is" it is dealt with in singular sentences and if it were negative singular it would be "there is not" or "there isn't".
In the case of "there are" it is occupied in plural with the same rule for negative
And when it is occupied for interrogative, only "is" or "are", respectively, is spoken at the beginning of the sentence.
