Google must pay millions for collecting illegal data from children. What I understood about the article is that for a video of you tube Google was fined for collecting data from children without parental permission and that they used cartoons for it, also that there is a law that exists since 1998 that protects minors 13 years old, their information can not be collected or shared, although many do not follow that rule now they want to get permission from parents so they can use platforms like you tube.
